The Last Silk Dress by Ann Rinaldi

Susan Chilmark is a young girl living in the confederacy during the Civil War. Along with her mother and friends, she collects silk dresses that are turned into balloons used to spy on the Yankees. Eventually she meets her older brother, one she never knew about. As she learns why he was banished from the family, she starts to wonder about which side is right, and which is wrong. Ann Rinaldi writes many many historical fiction books for the 9-12 age group, and you can't really go wrong with any of them.
